求救：关于GECRP 住宿方面的疑问

各位同学大家好！
本人的I-20 上说由于要参加GECRP 所以报到时间不得晚于8月4号，但我刚看了Summer 2014 CELOP Residence License Agreement 上头有这么段话：
I, the undersigned student, apply to become a licensee in the Boston University residential system for the duration of the
program stipulated above commencing on Friday, August 1, 2014 (arriving to check in between noon and 4 p.m.)

现在请问大家这括号里的话意思是说我必须在8月1号中午12点到下午4点之间去报到么？ 不能2号再去？晚了或提前都不行？？
总之就是想问问这段话的意思到底是不是我必须8月1号在它说的时间内去报到，机票不好买了、、

那就买8月1号的机票了。。
